putin signed a decree,  which the network has already managed to call the “deportation” of Ukrainians from the territories of Ukraine occupied by moscow. We are talking about the Kherson, Zaporozhye, Lugansk and Donetsk regions of the territory of the russian federation. We hasten to explain why this is not so:

 

The signed decree (Decree of the President of the russian Federation dated April 27, 2023 No. 307 "On the Peculiarities of the Legal Status of Certain Categories of Foreign Citizens and Stateless Persons in the Russian Federation") states that Ukrainian citizens residing in illegally annexed territories and who decide to retain Ukrainian citizenship may reside there until July 1, 2024. After that, they can be deported.

 

UnMode comments: This document regulates the legal and legal status of residents of Zaporozhye, Kherson, Lugansk, Donetsk and Kherson. Persons of this category can, in a simplified manner, upon their application, obtain a residence permit in russia in a short time, while they have the right not to renounce Ukrainian citizenship, if it has been preserved. The document also states that residents of Donetsk, Luhansk and all later territories of Ukraine occupied by Russia can retain citizenship, but in russia they will be equated with foreigners who have a residence permit or stateless persons who have a residence permit. Thus, their last registration will be considered as a registration and will be equated to a russian registration. This will make it possible to apply the program of return to the native country to this category of citizens.

The risks here are as follows: we do not know how this decree will be applied in the colonies, as well as the real threat that people of this category will be massively recognized as undesirable and deported by a court decision within 3 days.

 

According to the decree, those citizens who “declared their desire to retain their citizenship or remain stateless” can be considered foreigners, and also did not take the oath of a citizen of the Russian Federation.

 

UnMode comments: With regard to these citizens, no decision is made on deportation, no decision on undesirability is made, we emphasize - no decision is made. The circumstances in which the court may assign this status are listed in paragraph 13 of this decree. How can this be good for more than 2,500 Ukrainian prisoners who were illegally taken from the occupied Kherson region to the territory of the Russian Federation in the fall of 2022? If there is no separate court decision on declaring them undesirable, then at the end of the term they should simply be released from prison, without being transferred to the TsVSIG system (Temporary Detention Centers for Foreign Citizens.

 

A separate paragraph of putin's decree concerns the deportation of those who pose a threat to russia's national security. Residents advocating “violent change of the foundations of the constitutional order” in russia finance terrorist and extremist activities or take part in “unauthorized” actions, deport them and ban them from entering the country.

 

UnMode comments: We want to draw attention to clause 14 of this decree, which spells out the conditions for concluding a contract for service in the regular army of Russia in exchange for the redemption of all statuses and convictions. This may be one of the purposes of this decree.

 

Nowadays russia controls Crimea, the left-bank part of the Kherson region, the southern part of the Zaporozhye region, most of the Donetsk region, almost the entire Lugansk region and a small part of the Kharkiv region.
