Judicial accountability is a key element in ensuring peace.

Today, on March 19, 2025, at the 58th session of the UN Human Rights Council, the Independent Commission of Inquiry on Ukraine has published its report. 

We would like to express our gratitude to everyone who participated in the Commission's work, to everyone who found the courage and determination to defend their rights and the rights of their loved ones.

It does not matter whether we believe in the UN or other human rights institutions created by people.

What matters is that we believe in our rights and use the available opportunities to defend them.

 

Key Findings of the Report
  • © During this mandate, the Commission concluded that Russian authorities committed crimes against humanity in the form of torture. In this report, we also reached the conclusion that Russian authorities committed crimes against humanity in the form of enforced disappearances.
  • © The Commission interviewed a total of nearly 1,800 individuals, including victims and witnesses of violations and crimes.
  • © The Commission once again expresses its gratitude to all those who shared valuable information. We appreciate the cooperation from the Government of Ukraine. The Russian Federation did not respond to any of the 31 inquiries, including requests for information on incidents involving alleged Russian victims.
  • © Judicial accountability remains a key element in ensuring justice for violations and crimes, holding perpetrators accountable, and eliminating recurring impunity. Both forms of accountability contribute to strengthening peace processes.
