Friends and colleagues, we hasten to share another achievement of our team! Recently, UnMode's rights experts conducted a diagnostic monitoring of violations of the rights of people detained in Russia.

In our study, we collected information on the observance of the rights of people who use drugs to access effective medical care for withdrawal syndrome, during the period of detention, detention and the use of the state of abstinence in interrogation/interrogation as a suspect, witness, etc., in order to obtain the necessary testimony, including for the fabrication of criminal cases.

The results of this monitoring will be included in the Universal Periodic Review (UPR) report for the Russian Federation prepared by our partners Harm Reduction International (HRI), European Prison Litigation Network, Health Without Barriers

This submission focuses on selected human rights impacts of Russia’s drug control policy and practice, with specific attention to developments since the last review cycle in 2018. Hence, it does not touch upon all aspects of the human rights-related issue of the country’s drug policy. In particular, it provides information on:

  • The state’s failure to comply with recommendations by UN mechanisms on human rights and drug control,
  • The criminalisation of people who use drugs,
  • Torture, ill-treatment, and due process violations upon drug-related arrest, pre-trial detention and during investigations,
  • Human rights violations in detention and upon release, and
  • Denial of health and harm reduction services to people who use drugs in general population.

 

Why is it important to read this document?

First, it contributes to raising awareness of the human rights situation in the country. Knowing about these violations can also help bring perpetrators to justice and enhance human rights protection.

In addition, understanding these data can help inform the public and political discussions on the subject.

It is also important that people be aware of these violations in order to advocate for better conditions for detainees in Russia.

Finally, knowledge of these issues can help individuals, organizations and governments take action to ensure that the rights of all people are respected and protected.
